No you wont get fuel out of the injectors by hand pumping the primer.
Also there is no fuel shut of solenoid per say on the 1KZTE injector pump. It is an electronic pump controlled by an ECU. The spill valve controls fuel thru the pump.
Could be a myriad of things with these electronic pumps.
Have you checked all the fuses.
I will take a punt and say its either the spill valve / relay or the ECU has given up the ghost.
Search the forum as this subject has been thrashed out before.
Have you pulled off the fuel hose between the primer and the pump? Put a can under the hose and pump it hard! If fuel is coming thru then you are all good from the tank to the pump.

You’ll have to crack all 4 injectors off, not right off, but off enough so if they could leak they would. Then with the main line hooked up to the injector pump, wind the engine over on the starter key, for 10 seconds or so. If you have fuel puddles around the injectors, do 3 of them back up tight again, and leave 1 cracked off, wind it over again on the starter, it should at least fire. This will clear an air lock in the injector pump if there is one.
If you have no fuel at the injectors after winding it over, chances are you have an issue with your injector pump. Check your main fuse box under the bonnet, it could be your main power feed to the pump to open the shutoff solenoid. If your fuses are ok, disconnect the battery, turn the key to on, then hook the battery up. It will spark slightly, so watch your eyes, but this will send a voltage surge to the shutoff solenoid potentially enough to open it again. It is however only a temporary fix and it may/will happen again.

The battery disconnect method can jump start the ECU to open the pump again, it works the same as with a shutoff solenoid.
